Flamengo Reports Vasco's Spending to Soccer Agency

BAP challenges Vasco's signings amid bankruptcy protection and demands Financial Fair Play rules in Brazil.

Flamengo has filed a complaint with soccer regulatory authorities against Vasco da Gama's transfer market spending. Bernardo Ramos analyzes the push for Financial Fair Play and examines how debt-ridden clubs impact the national scene.

Flamengo has called on the National Agency for Regulation and Sustainability in Soccer to question Vasco's recent spending in the transfer market. The Rubro-Negro board challenges the stance of the São Januário club, which entered judicial recovery, faces severe budget constraints, and yet still completed signings such as Colidio and Santiago Sosa.

In the video above, Bernardo Ramos analyzes the initiative led by president BAP and argues for the urgent need for clear Financial Fair Play regulations in the country. In Bernardo's view, the Rubro-Negro board's action is a vital institutional step to prevent distortions and ensure sporting integrity in national competitions.

Sporting Integrity and Financial Fair Play

The debate over fiscal responsibility in Brazilian soccer often leads to misunderstandings. Bernardo points out that Financial Fair Play does not serve as an arbitrary spending cap designed to restrain high-earning clubs like Flamengo and Palmeiras, but rather operates as an international mechanism linking spending directly to generated revenue and total debt levels.

Flamengo, for instance, walked away from signing Luis Henrique after facing a demand for 35 million euros upfront to avoid compromising its budget. In contrast, Vasco continues to make signings despite its financial crisis and precarious sporting situation in the relegation zone—earning just two out of a possible 21 points in recent matches, sitting only ahead of Chapecoense, alongside a recent 3–0 loss to Santos. For Bernardo, president Pedrinho is making an administrative mistake by failing to balance the institution's books.

The Situation at Corinthians and the 2013 Precedent

The journalist also extends the reflection to Corinthians, pointing to Memphis Depay's contract renewal valued at an estimated 135 million reais over two years. Bernardo criticizes such heavy investment amid outstanding creditors, a total debt approaching nearly 3 billion reais, and an unpaid balance exceeding 700 million reais for the Neo Química Arena.

Context: it is worth noting that Flamengo's current financial strength stems from drastic cuts in the past. In 2013, the Chapa Azul leadership group headed by Eduardo Bandeira de Mello had to return Vágner Love to CSKA in Russia due to a lack of funds and competed for seasons with modest squads—despite winning the 2013 Copa do Brasil against Atlético Paranaense with players like Hernane Brocador, Paulinho, Luis Antônio, and Amaral. According to Bernardo, the playbook for fiscal responsibility is available to any club willing to take unpopular measures to clean up its finances.
