Flamengo Approves Bap's Professional Management Plan

The Deliberative Council approves a bylaws amendment with 92% of the vote to professionalize the club's board.

Flamengo's Deliberative Council has approved a bylaws amendment allowing market executives to be hired for board roles. The move curbs political appointments and accelerates the club's professionalization without requiring a transition to a SAF model.

On Tuesday night, Flamengo's Deliberative Council approved the bylaws amendment proposal submitted by president Luiz Eduardo Baptista, known as Bap, with 92% of the vote. The decision establishes that the club's board positions will be filled by professionals hired from the market, rather than relying exclusively on political appointments stemming from election alliances.

In the video above, Bernardo Ramos analyzes the significance of the vote and details how the measure impacts the club's internal structure. For Bernardo, the decision represents a giant leap forward and stands as one of the most important votes in the recent history of Clube de Regatas do Flamengo, precisely because it allows administrative modernization without forcing the institution to adopt a SAF model.

An end to political deals on the board

With this bylaws change, board positions will no longer require occupants to be club councilors, members, or honorary members aligned with the current president's political faction. The goal is to establish departments led by qualified, paid executives, including a general management office and dedicated divisional directorships.

Bernardo notes that, while good and bad professionals exist across every market segment, this initiative reduces the reliance on political maneuvering that often stalls management in member-owned clubs. As the journalist points out, what remains to be defined is how the hiring process will be structured: whether the final choice will rest solely with the president or if an evaluation panel with an advisory committee will vet candidates.

The blueprint in the football department

The proposed structure was already being implemented in a similar fashion within the football department. Bernardo cites the example of José Boto as a hired professional director of football brought in to manage operations with executive authority, contrasting with previous administrations such as Rodolfo Landim's, where political heavyweight Marcos Braz centralized the department's public decision-making.

In Bernardo's view, transitioning to technical roles strengthens governance and puts the club in a distinct managerial tier compared to its Brazilian football rivals, ensuring executive autonomy and accountability grounded in market metrics.
