Pedrinho Seeks to Review Flamengo's Maracanã Concession

Following Vasco's SAF approval, club president vows to challenge the nearly 30-year stadium lease.

Vasco da Gama president Pedrinho has announced his intention to challenge the public concession of the Maracanã Stadium, currently managed by Fla-Flu Serviços S.A. Journalist Bernardo Ramos assesses the legal and contractual hurdles that make this bid improbable.

Another contentious chapter has unfolded regarding the management and use of the Maracanã Stadium. Following Vasco da Gama's Deliberative Council meeting that approved the sale of the club's SAF to Marcos Lamacchia's group, Vasco president Pedrinho stated that he plans to contest the public concession of the venue, currently operated by Fla-Flu Serviços S.A. According to journalist Bernardo Ramos, the Vasco director's ambition lacks any viable legal footing.

Bernardo Ramos broke down the political and contractual backstage maneuvering behind this battle for Rio de Janeiro's premier sporting arena. The public concession was formalized in 2024 for a 30-year term, leaving 28 years remaining. In the consortium's corporate structure, Flamengo holds a 65% controlling stake, with Fluminense holding the remaining 35%.

Contractual Terms and the Gasômetro Stadium Project

This nearly three-decade stability at the Maracanã has removed any immediate urgency for Flamengo to build its own arena. Bernardo Ramos notes that former president Rodolfo Landim acquired the Gasômetro site in mid-2024 for around 140 million Brazilian reais, with an initial target completion date of 2029. However, the administration of Luiz Eduardo Batista, known as Bap, renegotiated with the Rio de Janeiro City Hall, removing the binding deadline.

Legal Battles for the Continental Semifinal

Pedrinho's push comes after the judiciary twice rejected Vasco's legal petitions to play at the Maracanã. The Rio de Janeiro Public Prosecutor's Office even recommended state intervention to stage Vasco's Copa Sudamericana semifinal match against Boca Juniors at the venue, but the state government declined to intervene.

In response, Flamengo issued an official statement emphasizing that the prosecutor's office failed to provide conclusive technical reports proving the pitch would not suffer severe damage. Projections indicate a heavy schedule of 76 to 77 matches this season, making pitch preservation a contentious issue between the clubs.

Ambiguous Contracts and Vasco's Venue Options

Bernardo Ramos points out that the memorandum outlining four matches per year for Vasco at the Maracanã contains subjective clauses regarding technical pitch conditions and was never signed directly by the concessionaire, Fla-Flu Serviços S.A. Inquiries to consortium CEO Fred Nantes regarding the missing signature went unanswered.

With the deadline to designate venues outside the state having expired, Vasco must rely on alternatives within Rio de Janeiro. According to Pedrinho, the club's priority order is São Januário, Maracanã, and Estádio Nilton Santos (Engenhão). If CONMEBOL does not clear São Januário due to regulatory requirements, Ramos expects the fixture to be moved to the artificial turf at Engenhão.
